仙台・東北のスタートアップが世界へ最初の一歩を踏み出す「STEP for ENTRY」。事業を担う仙台市経済局 スタートアップ支援課の加藤氏・河原氏に、立ち上げの想いから今年の取り組みの狙い、そしてグローバルへの挑戦を考えるスタートアップの皆さんへのメッセージまでを聞いた。

"STEP for ENTRY" helps startups from Sendai and Tohoku take their first step toward the world. We spoke with Hiroyasu Kato and Yuma Kawahara of Sendai City's Startup Support Division, who run the program, about the vision behind its launch, this year's aims, and a message for startups considering the global challenge.

— まず、現在お二人が仙台市でどういった形でスタートアップ支援に携わっていらっしゃるのかを教えてください。

— First, could you tell us how each of you is involved in startup support at Sendai City?

河原：私は1年半前から仙台市でスタートアップ支援に携わっており、この事業の企画・運営を担当しています。仙台市は東北ならではの特徴を持つ「ディープテックスタートアップ」と「社会課題解決型のインパクトスタートアップ」への支援を二本柱に掲げており、本事業についてもそうした視点をもって取り組んでいます。

Kawahara:I've been involved in startup support at Sendai City for a year and a half, handling the planning and operation of this program. Sendai City has two pillars of support—"deep-tech startups" with characteristics unique to Tohoku, and "impact startups" that solve social issues—and we approach this program with that perspective.

加藤：私は今年4月にスタートアップ支援課へ着任したのですが、「人口減少が進む東北の中でどのような未来を描くべきか」という課題感を強く持ちました。これからは仙台・東北のスタートアップが活躍するフィールドを海外に広げていく必要がある。その想いでこの事業に関わっています。

Kato:I joined the Startup Support Division this April, and I strongly felt the question of "what future should we envision in a Tohoku facing population decline." Going forward, we need to expand the field where Sendai and Tohoku startups can thrive to overseas markets. That's the spirit in which I'm involved.

— そもそも、この事業を立ち上げられた背景や、仙台・東北地域におけるグローバル展開への課題感はどこにあるのでしょうか？

— What was the background to launching this program, and where do the challenges for global expansion lie in the Sendai and Tohoku region?

河原：仙台・東北には、卓越した技術やアイデアを持ち、グローバル展開の可能性があるスタートアップが数多くいます。しかしながら、国内にいるだけでは現地のニーズや市場の実態をつかむのが難しく、その実現には難しさがあるのが実情です。だからこそ、創業初期の段階で顧客ニーズや市場性を検証しながら、将来につながるネットワークを築く機会を整えることが重要だと考えています。

Kawahara:Sendai and Tohoku have many startups with outstanding technology and ideas and the potential to go global. However, staying only in Japan makes it hard to grasp local needs and market realities, and realizing that potential is genuinely difficult. That's exactly why we think it's important to create opportunities—at the early founding stage—to verify customer needs and marketability while building networks that connect to the future.

加藤：仙台・東北は、首都圏や関西・福岡などに比べて、海外とつながる機会が相対的にまだまだ少ないと感じています。また、せっかく仙台・東北の方々は素晴らしいものを持っているのに、前面に出したがらない奥ゆかしい地域性もあると言われます。

Kato:Compared with the Tokyo area, Kansai, or Fukuoka, I feel Sendai and Tohoku still have relatively few opportunities to connect with the world. People here are also said to have a modest character—reluctant to put themselves forward even though they have wonderful things.

今回のプログラムが、参加者にとってその殻を破るきっかけになればと思っています。仙台・東北らしい、地域に根差したロールモデルとなるプレイヤーが生まれ、活躍していただけるようなプロジェクトになることを期待しています。

I hope this program gives participants a chance to come out of their shell, and that it grows into one where locally rooted role models—true to Sendai and Tohoku—emerge and thrive.

— 昨年（2025年）は「STEP for SEED」として実施されました。実際にシンガポールを舞台にしたプログラム運営を通じ、どんなことを感じられましたか？

— Last year (2025) it ran as "STEP for SEED." What did you feel through actually running the program in Singapore?

河原：昨年実際にスタートアップの皆様とシンガポールへ行ってみて、改めてプログラムは本当に良かったと感じています。VCや大企業の訪問だけでなく、本当にローカルな出会い——例えば現地の歯科医の方との対話などを通じて、建前抜きの率直な意見やフラットなディスカッションを交わすことができました。今回の対象となるような駆け出しのスタートアップにとって、「自分たちのサービスは現地でどう受け入れられるのか」を聞ける場はとても貴重で、意外な気づきが得られるように感じます。また、事務局のICMGさんには、翻訳や現地でのファシリテーションのみならず、ビジネスや技術、投資といった我々にはない知見を交えて伴走してもらえたことが印象的でした。

Kawahara:Having actually gone to Singapore with the startups last year, I felt anew that the program was truly good. Beyond visits to VCs and large companies, through genuinely local encounters—dialogue with a local dentist, for example—we could exchange frank opinions and hold flat discussions without pretense. For the early-stage startups this program targets, a place to ask "how will our service be received locally" is very valuable, and I feel they gain unexpected insights. I was also impressed that the secretariat, ICMG, accompanied us not only with translation and on-site facilitation but with expertise we lack—in business, technology, and investment.

加藤：「シンガポールという場所を選んで行ったのが良かった」という声を、大学関係者や支援機関、行政職員との会話の中で聞いています。シンガポールはアジアにおけるビジネスのハブ機能を担う親日国であり、海外を目指すときの「入り口」として同国に着目した点が、特に好意的に受け止められていました。

Kato:In conversations with university people, support organizations, and government staff, I've heard the view that "choosing Singapore was a good call." Singapore is a pro-Japan country serving as Asia's business hub, and focusing on it as the "gateway" when aiming overseas was especially well received.

— それを踏まえて、今年はどんな形に進化させていきたいとお考えですか？ プログラム名も「STEP for ENTRY」に変わりましたね。

— With that in mind, how do you want to evolve it this year? The program name also changed to "STEP for ENTRY."

河原：昨年の「SEED」という名前は覚えやすくて良かったのですが、どうしても「シード期」と結びつけられやすいところがありました。実際はさまざまなフェーズのスタートアップが参加できるものとして設計しています。今年は東南アジア展開を考えるスタートアップが「可能性を探しに行く」最初の「エントリー」として使ってほしい——そういった思いから「ENTRY」という名前にしました。さらに今年は、実施場所としてインドネシアのジャカルタも加えます。シンガポールは東南アジアへの入り口（ハブ）と位置づけ、その次のステップとして成長市場のインドネシアも見ていただき、具体的な次の一歩をイメージしてほしい。エントリーからグロースへ、成長の階段を登っていけるように、という想いがこもっています。

Kawahara:Last year's name "SEED" was memorable and good, but it tended to get tied to the "seed stage." In reality, it's designed so startups at various phases can join. This year we want startups considering Southeast Asia expansion to use it as their first "entry" to "go explore the possibilities"—that's the thinking behind the name "ENTRY." We're also adding Jakarta, Indonesia as a venue this year. We position Singapore as the gateway (hub) to Southeast Asia, and want participants to also look at Indonesia, a growth market, as the next step and picture a concrete next move. It carries the hope that they can climb the growth ladder—from "entry" to "growth."

加藤：仙台市長が「世界から選ばれる街になろう」と掲げていて、産業もまちづくりも、その方向に動いています。スタートアップ施策も当然のようにグローバルと接続して企画している。少しずつですが着実に、海外を意識する空気は育ってきていると感じています。

Kato:The Mayor of Sendai has set out the goal of "becoming a city chosen by the world," and both industry and city development are moving in that direction. Startup policy, too, is naturally designed in connection with the global stage. Bit by bit, but steadily, I feel an awareness of overseas is taking root.

— 今回参加するスタートアップの皆様には、どういった期待を寄せていらっしゃいますか？

— What do you expect from the startups joining this time?

河原：対象の範囲が広いプログラムなので、各社ごとに目的は異なりますが、目的意識を事務局と共有しながら、何かひとつでも持って帰っていただきたいと期待しています。検証段階のスタートアップであれば、現地でのニーズや市場感を感じ取り、帰ってから活かすという具体的な目的を持って臨んでほしいです。

Kawahara:Because it's a broad program, each company's aims differ, but while sharing a sense of purpose with the secretariat, I hope they take home at least one thing. If a startup is at the verification stage, I hope they come with a concrete goal—sensing local needs and market feel, and applying it after returning.

加藤：現地では、各社ごとの商談やパートナーづくりはもちろん、「仙台・東北発のスタートアップ」の皆様だからこそ得られる、熱気や温もりのあるつながりを是非持ち帰ってほしいと思っています。仙台・東北の風土や、そこで挑戦するチームに親和性や共感を感じてもらうことが、ビジネスの入り口になると考えています。

Kato:On the ground, beyond each company's meetings and partner-building, I really hope they bring back the warm, energetic connections that only "startups from Sendai and Tohoku" can obtain. I believe that having others feel affinity and empathy for the climate of Sendai and Tohoku, and for the teams taking on challenges there, becomes a gateway to business.

— Finally, do you have a message for startups about to take on the challenge?

河原：海外志向をお持ちのスタートアップの方はもちろん、「まだ早いのでは」「準備が整ってから」と考える方にもぜひ応募を検討してほしいです。可能性を探しに行く場として、ぜひ最初の一歩をこのプログラムで踏み出してください。

Kawahara:Of course for startups with an overseas orientation, but also for those who think "maybe it's too early" or "once we're more prepared," I really hope you'll consider applying. As a place to go explore the possibilities, please take your first step with this program.

加藤：渡航前の準備から渡航中の個別商談、渡航後に至るまで、入念で手厚いサポートが受けられる、非常に実践的なプログラムです。まずはチャレンジしてみることが何より大事だと思っています。このプログラムを未来への「エントリー」として、皆様とご一緒できることを楽しみにしています！

Kato:From pre-trip preparation to one-on-one meetings during the trip and follow-up afterward, it's a very practical program with careful, thorough support.
